4. Eligibility Criteria

  • Residency: Applicants must be permanent residents of Assam.

  • Economically Weaker Sections: Applicants must belong to economically weaker sections.
  • Ration Card: Beneficiaries necessarily need to have both Aadhaar and ration cards (valid ration cards can serve as primary income proof, potentially eliminating mandatory income certificates).

5. Exclusions (Who is Ineligible)

  • Families with government employees (regular/contractual), retirees, or pensioners (including Anganwadi workers, Mid-day meal workers, ASHA workers, Gaon Pradhan).
  • Taxpayers (those who pay income tax - including doctors, engineers, architects, CAs, bank officials, lawyers, university/college/school teachers, government contractors, suppliers, real estate builders, industrialists, trade license holders).
  • Families owning motorized four-wheeler vehicles.
  • Families owning more than 15 bighas of agricultural land or/and 1 bigha or more residential land in rural areas.
  • Households owning 1.5 kathas or more land in Kamrup (Metro) or 3 kathas or more in any other area; or any industrial or commercial land anywhere.
  • MPs, MLAs, CFMs, FMs, and Ex-MPs, Ex-MLAs, Ex-CFMs, Ex-FMs.
  • Current Members of Panchayati Raj Institutions, Urban Local Bodies, and Autonomous Councils/VCDCs.
  • Beneficiaries under Orunodoi Plus scheme or any similar scheme receiving the same or more cash benefit from the state.
